THE CONSTITUTION OF THE ASSOCIATED
STUDENT BODY
TONASKET HIGH SCHOOL
RATIFIED 1996-97
(Revised March 2001)
PREAMBLE
We, the students of Tonasket High School, in order to promote the
general welfare of the student body, to unify all student’s activities
under one governing body, to create a greater sense of cooperation,
responsibility, and school spirit among students, and to secure training
for future citizenship, do recognize and establish this Constitution to
Tonasket High School.
ARTICLE I
(membership)
Section I:
Membership in this organization shall
be open to all those students enrolled in theTonasket High School
District or Home Schooled students participating in Tonasket Athletics,
Drama, or Music.
Section II:
All students not purchasing a student
activity card will be subject to normal prices with no reduction at all
A.S.B. activities.
Section III:
An activity card is required for any
student who joins any athletic activity, Pep Band, or Drama.
Section IV: Money received form the sale of A.S.B. cards shall be
divided as follows:
A) 70% to athletics
B) 10% each to A.S.B General, Drama,
and Band.

ARTICLE II
(Associated Student Body
Council)
Section I:
The A.S.B. Council shall be composed
of A.S.B. Officers, class presidents, representatives from each approved
school club, and a representative form each second period class.

Section II:
The Council shall have an advisory
and planning board known as the Executive Council. It shall be composed
of the A.S.B. Officers and the four class presidents.
Section III:
The A.S.B. Council shall meet no less
than once every month on a predetermined date and time. The A.S. B.
Executive Council shall meet at the discretion of the A.S.B. Officers
and Advisor. At no time shall A.S.B. Council meetings be held while
other school meetings or club meetings are in session.
Section IV:
The A.S.B Council shall function
under parliamentary procedure.
Section V:
All committees formed to
negotiate business pertaining to A.S.B. shall be appointed within the
A.S.B. Council by the A.S.B. President.
Section VI:
The A.S.B. Council and Executive
Board accepts the following responsibilities:
A) To provide a training ground for
developing student leadership. The President and all new Officers shall
attend a leadership conference. It is optional for second year Officers
to attend. The entire registration fee for the conference shall be
provided from A.S.B. funds.
B) To further promote positive human
relationships within the school Community.
C) To conduct special assemblies.
D) To plan any worthwhile project for
the good of the school.
E) To approve payment of all A.S.B.
bills.
F) To bring the student voice to the
attention of the administration.
G) To dismiss* and A.S.B. Council
member or A.S.B. Officer from the following causes:
1. Conduct unbecoming a person in a position of leadership.
2. Violation of school policies
3. Failure to perform duties of office
*dismissal requires a 2/3 majority vote of the A.S.B Council.

ARTICLE 111
(Associated Student Body
Officers)
Section I:
Officers of the A.S.B. shall be
President, Vice President of Programs, Vice President of Publicity,
Secretary, and Student Representative to the School Board.
Section II:
All A.S.B. Officers shall be elected
for a one year running from May 1 to May 1.
Section III:
Duties of A.S.B. Officers:
A. President
1. presides over A.S.B. meetings and
the Executive Council.
2. appoints all committees necessary
to the affairs of the A.S.B.
3. serves as the official host of the
school when required
4. is directly responsible for many
school activities
5. shall plan and coordinate a
special project during the school year.
B. Vice President of Programs
1. shall carry out the duties of the
President in the event of the President’s absence.
2. shall assist the President in all
executive branch duties.
3. shall direct assemblies
4. shall assist in all school
activities
5. shall take care of all vending
machines
6. shall plan and coordinate a
special project during the year.
C. Vice President of Publicity
1. shall assist the President in all
executive branch duties
2. shall assist in all school
activities
3. shall be responsible for keeping
items up to date on the reader board downtown and in the
commons.
4. shall carry out the duties of the
Vice President of Programs in the event of the Vice
President’s absence
5. shall plan and coordinate a
special project during the school year
D. Secretary/Treasurer
1. shall keep accurate minutes of all
A.S.B. Council meetings and any
other records as the Council may direct.
2. shall post publicity-wise a copy
of the minutes of each meeting
3. shall be responsible for the
preservation of important A.S.B records
4. shall give a monthly report of the
financial status of the A.S.B.
5. shall assist in all school
activities
6. shall plan and coordinate a
special project during the school year
E. Student Representative to the School Board
1. Attend all public meetings
of the Board of Directors (including summers)
2. Participate in board committee as
assigned by president
3. Communicate council information to
the Board.
4. Report to the council the action
of the Board at each meeting.

Section IV:
( Eligibility of A.S.B.
Officers)
A. All A.S.B. Officers shall have
an accumulative G.P.A. of 2.5 or higher at the time of election.
B. All Officers or candidates for
these offices shall be a member of the A.S.B.
C. A.S.B. Officers may not hold
office in any club or organization.
D. Student Representative to the
School Board must be of Junior standing at the time of election.

Section V:
(Election of A.S.B. Officers)
A. Any person meeting requirements of
A.S.B. Officers and wishing to run for office shall obtain a petition
from the A.S.B. Secretary. The petition shall consist of 15 signatures
of which no more than 3 can be seniors.
B. Upon completion, the petition
shall be given to the chairman of the executive board or the A.S.B.
Advisor.
C. All nominees whose petitions have
been approved as valid by the executive board shall appear on the
Primary Ballot. No person may petition for more than one office. No
student may sign two petitions for the same office. If this occurs the
signature shall be declared invalid.
D. During the first period on a
predetermined day in the 3rd week of April, the Primary Election will be
held.
E. The two individuals in each office
having the highest number of votes in the Primary Election shall appear
on the General Election Ballot. There will also appear on the General
Election Ballot, a space for a write in candidate for each office. It
shall appear after the names of the candidates running in each office.
F. Campaigning is to be done before
the Primary and General Elections according to the guidelines determined
by the Activity Advisor and Executive Board.
G. A campaign assembly will be held
in which each candidate will present a speech to the entire A.S.B. The
General Elections will take place following the assembly.
H. The Eighth grade, Freshmen,
Sophomores and Junior class shall vote for one person for each office in
the General Election. - amended March 2001.
I. The individuals having the highest
number of votes in each office shall be considered duly elected.
However, if a write in candidate receives votes, this candidates first
15 votes shall be counted as his/her nomination signatures. These 15
votes shall not be included in the final count.
J. In the event of a tie on the
General Election, a re-vote of the entire student body shall be taken
between the individuals of that particular office.
K. All protests during elections or
campaigning shall be filed with the A.S.B. Advisor and executive board.

ARTICLE IV
(CLASS OFFICERS)
Section I:
The Officers of the Freshmen,
Sophomore, Junior and Senior classes as separated bodies shall be
President, Vice President, Secretary, and Treasurer, or
Secretary/Treasurer.
Section II:
Eligibility of Class Officers
A. During the class meetings on the
third Monday of May; 8th, 9th, 10th, and 11th grades shall elect their
officers for the upcoming school year.
B. A simple majority vote shall
determine the winner of the election.

ARTICLE V
(CHEERLEADERS)
Section I:
The cheerleaders election will be
held during the final week of March.
Section II:
Prior to the election, a screening
board will be held. The board will consist of cheerleading advisors,
principal, and athletic director. The board will review and evaluate,
and make any changes necessary, as different situations arise.
Section III:
The cheerleading candidates with the highest combined
judging and screening board votes shall be considered duly elected. They
shall perform under their expectations and the Athletic Code. - amended

Article VI:
(Freshman Cheerleaders)
Section I:
There shall be Freshman cheerleaders.
Section II:
Freshman shall be included with the
Junior Varsity and Varsity cheerleading tryout process. Freshman are
required to meet the same criteria as mandated for cheerleading.
ARTICLE VII
(School Clubs)
Section I:
To be a sanctioned club, it shall be
necessary to have a faculty advisor and approval of the A.S.B. Council.
Section II
Each club shall required to
present a representative to the A.S.B Council.
Section III:
Any club shall be subject to
disbandment at the discretion of the A.S.B. Council.
Section IV:
The A.S.B. Council shall have the
power and authority to absorb, redistribute, and expand assets of all
groups or clubs within the A.S.B.

ARTICLE VIII
(Appeals)
Section I:
A decision involving the A.S.B.
Council can be appealed by presenting the appeal signed by 20% or more
of A.S.B. students to the A.S.B. Council. The council shall consider the
appeal by hearing arguments from both sides.
Section II:
A decision by the council may be
reversed by a 2/3 majority vote of the council or the general student
body.
ARTICLE IX
(General of Recall)
Section I:
In case of a movement or recall of a
student officer, the following procedure isfollowed:
A. A petition of recall must be
circulated and gain the signature of 1/4 of the election body.
B. A petition must be approved at a
regular meeting of the A.S.B. Council by a 2/3 vote of all members
present and voting.
Section II:
In the case where the
offices of Secretary/Treasurer, or Vice President of Publicity or the
Student Representative to the School Board becomes vacant, a special
election shall be held under the guidelines approved by the A.S.B.
Advisor. In cases of vacancies in which the offices of President or Vice
President of Programs, Article III, Section IV, shall apply.

ARTICLE X
(Amendments)
Section I:
The Constitution may be amended in
the following ways:
A. An amendment is to be brought
before the A.S.B. Council and passed by a simple majority vote from the
A.S.B. Council.
B. The amendment must then be brought
before the student body and passed by a simple majority vote.

ARTICLE XI
(Approval of the Constitution)
Section I:
To be considered in effect, this
Constitution must meet the following approvals:
A. It must be approved by the
Executive Council by a 2/3 vote of those members present and voting.
B. It must be approved by the A.S.B.
Council by a simple majority vote of those members present and voting.
C. Upon approval of the student body
by a simple majority vote, this Constitution shall immediately go into
effect.

ARTICLE XII
(Senior Prom)
Section I:
The Freshmen, Sophomore, and Junior
classes are responsible for raising funds to pay for the Prom. The
Freshmen class is responsible for $300, the Sophomore class for $300,
and the Junior class, $600. Any money needed over the $1200 budgeted
will be paid by the Junior class.
Section II:
Members of the Senior class and their dates will not be charged to attend.
