Welcome to the Tonasket School District Labor Relations Page. Our goal is to use this page to keep our staff and community informed about the District’s collective bargaining with district employees who are represented by labor unions.

The District’s Strategic Plan states that “The Tonasket School Board is committed to continuous improvement leading to student achievement and student success. The Board strives to ensure excellence in education for our students through vigilant oversight, sound policies and meaningful community engagement.”

To accomplish this priority, the District seeks to offer competitive wages, create great working conditions, and build a sustainable budget.

The District strives to balance these priorities as we work with our labor unions through the contract negotiation process.

TEA and PSE Updates

Wednesday, April 17, 2019
The PSE labor management meeting was held on Wednesday. The topics we covered were: reimbursement for emergency sub fees, new proposed board policies, labor management general information communication, busing concerns, and bargaining schedule. The next meeting is scheduled for May 8. Dates to begin bargaining have not yet been set.

Wednesday, May 29, 2019
The first PSE negotiation meet and greet was held on Wednesday. Warren Hopkins has been hired to be the lead negotiator for the district. The group discussed negotiation parameters, comparison districts, set future negotiation dates, and discussed some of the broad issues that need to be addressed such as SEBB implementation. Written proposals will be shared at the next meeting on June 26th.

Wednesday, June 5, 2019

The first TEA negotiation meeting was on Wednesday. Warren is the lead negotiator for the district as well. A majority of the time was spent working on TPEP language. We made a lot of progress on the language. Discussion was started on SEBB and FMLA. The TEA and District also highlighted items they will have written proposals for at the next meeting scheduled for June 27. 

Wednesday, June 26, 2019
The District and PSE met together on June 26 from 9:00 AM - 3:00 PM with the negotiating teams being led by Janell Silvus for the PSE and Warren Hopkins for the District. Written proposals were exchanged and reviewed by both parties. Some of the proposals were tentatively agreed upon. The next negotiation meeting will be held on July 8 at 9:00 AM.

Thursday, June 27, 2019
The District and TEA met together on June 27 from 9:00 AM to noon with the negotiating teams being led by Jim Huckaby and Marilyn Evehart for the TEA and Warren Hopkins for the District. Written proposals were exchanged and reviewed by both parties. The next negotiation meeting will be held on July 9 at 9:00 AM

Monday, July 8, 2019
The District and PSE met together on July 8 from 8:00 AM - 12:15 PM with the negotiating teams being led by Janell Silvus for the PSE and Warren Hopkins for the District. Counter proposals were exchanged and negotiated by both parties. Some of the proposals were tentatively agreed upon. The next negotiation meeting will be held on July 22 at 8 AM.

Tuesday, July 9, 2019
Today the District and TEA reached a tentative agreement on contract language for the next two years. The next steps are to edit the contract to add the agreed upon changes and to get ratification by the TEA membership and Tonasket School Board

Monday, July 22, 2019
The District and PSE met together on July 22 from 8:00 AM - 12:15 PM with the negotiating teams being led by Janell Silvus for the PSE and Warren Hopkins for the District. Counter proposals were exchanged and negotiated by both parties. Some of the proposals were tentatively agreed upon. The next negotiation meeting will be held on August 21 at 1:00 PM.


Wednesday, August 21, 2019 PSE NEGOTIATION SUMMARY: The District and PSE met together on August 21 from 1:00 - 5:30 p.m. with the negotiating teams being led by Janell Silvus for the PSE and Warren Hopkins for the District. Today the District and PSE reached a tentative agreement on contract language for the next two years. The next steps are to edit the contract to add the agreed upon changes and to get ratification by the PSE membership and Tonasket School Board.
